I agree that it is serious anti-social act to arrest someone, because to arrest someone is a serious personal attack (as you say) like a rape, which involves interfering with a person\'s autonomy. Seemingly this could mean that an attack on the State is (although not justified) made necessary by the State itself leaving no alternative to the individual so attacked. Nevertheless this could lead to conflation between the State and human beings (eg cops) who arrest in the name of the State. Attacking the State is one thing, attacking another human being is another thing. In reality, if an attack (arrest) by one person results in the attacked person retaliating, the latter are also attacking a person (and not the State).
